The oil change question is like arguing about religion and politics-everyone has an opinion. The oil change really depends on what kind of oil you use. If you use synthetic you can go about twice as long as with regular oil, maybe even more. As for tire rotation, it is recommended to do it at 6-7,500 miles, though some guys that change their oil every 3,000 will also rotate.
