All drivers that start must have a qualifying time no slower than 107% of the pole position time.

question on the 107% rule in F1
In order to qualify does a racer have to be within 107% of the pole position or the average. what if the driver's qualifying time is exactly 107%, is he in? If a driver doesn't make it, then he can't start on the grid, but can he start from the pits?
