Passenger rear spring on our 2015 X3 failed at only 55K miles. Should we still replace both sides as our dealership is suggesting, or is replacing just the failed side okay at this mileage?

I'd replace the broken spring and call it a day, save some money.

A broken spring is pretty rare occurrance - what is the Dealer's reasoning for replacing the other spring? (if it's age/change of spring rate that makes zero sense at your car's mileage).
