I would like to know if the ring and pinion are available as separate parts for a '00 M coupe and, if so, what the part numbers and retail prices are for the pieces.

My brother is production manager at an auto-body shop and tells me they are not listed separately in his database, but admittedly it isn't BMW's official parts guide.

Supposedly no. They no longer show up on the parts CD.
If you know the part number they do as a description, but not in a diagram. That's how I got the 3.15/3.23 speed spider.
Getting the part number is not easy though.
Will check. It's on my list. Want to turn my spare 3.15 into a 3.46 to sell.

You might want to try calling Jim @ www.metricmechanic.com.

I had them rebuild my '01 rear-end including a 3.46 r/p swap.

They can source many r/p sets. Most are used of course but they will only use/supply sets that are in top condition - these are fairly tough components after all :p

Anyway, if I recall the r/p parts cost was around $300 +/-. I'm not sure if they'll sell the parts outright, but it's worth a shot.
