I took my car ('99 E46) to the dealer because of the steering wheel shaking. Seems to start at 40 MPH.

They replaced the sway bar and to my knowledge didn't balance the wheels. It still shakes! Would it shake due to a bad sway bar? I think I have been had.

They may have assumed a worn or broken end link was responsible. Other likely culprits are tires, control arm bushings. Both probably would have cost you more.
