Vacuum coolant fill dilemma

Hey everyone. I finally finished doing the overhaul of the cooling system in my car and was at the step of getting coolant into the system. I completely replaced every single hose and plastic pipe involved just as an fyi. I have a vacuum filler kit that fits perfectly on the expansion tank. As vacuum climbed to 25 inches of mercury I noticed one hose was not collapsing which is p/n 17127514406. the vacuum stalls at 25 inches of mercury so I turn off the compressor and noticed the vacuum drop to 15 inches of mercury and hold.

have a feeling the vacuum is dropping because this one hose has ambient pressure inside but for some reason the vacuum is not finding its way there easily. Could this be an issue with valves being shut that are part of the heating system in the climate controls inside the car? i gave up on it since it’s late, maybe I need to have higher pressure from my compressor?

I have the intake manifold disconnected from the car and don’t want to put the car in the start position to turn heat on since I know the gas pump pressurizes. Should I just fill and pressure test?
