Not a water deflector, AFAIK. Supposedly, it causes turbulent airflow and the low pressure increases airflow for the rear brakes. Supposedly.
I have to order a new one too, sometime. Mine was murdered by a cone. Maybe I should wait until the other one gets ripped off and not even bother. Someone said that they gave up trying to replace them.
