year old bug and bird matter

My wifes car is in bad shape. Just got done washing and waxing, and buffing her car. But there is some bug and bird matter that wont come off unless you scrape it with your fingernail and even then it leaves like a film. Any tips on cleaning this?

Good advice in this thread, though if its been sitting that long, it may have acid etched into the clear coat....
