You should be able to get them with just about any vehicle either as part of a package or as a stand alone option. I also think you do not even need leather seats to get this.

I bought 2014 x1s28 with memory seat with leatherette. Only other option on the car was 18" wheels. It was on dealer lot. But it was about 1000 dollar option I think. I made a decent deal with the dealer on this stripped down x1.

 

Yes. You can get the powered seats, (which come with 2 memory positions) on any X1 with the premium package, or as a stand alone $1000 option.
