stubborn PO 128 fault code

I'm having a on-going fault code problem. It's intermittent. The check eng. light comes on for a few days then goes off for some weeks, then comes on again... etc. Checked it with a borrowed code reader each time. Each time get the same fault code (coolant temp below regulating temp). Replaced the sensor at the rad. hose outlet - still happening now. So, am at a loss - possible fault in the wiring harness? How to check? - have an old multimeter but no manual. OR... is the sensor okay and it's actually a cooling system problem? No known heating/cooling problems. 74,000 miles and after warm-up the gauge always runs in the middle - always. Any ideas? Thanks

T-stats often fail in the open position, which would contribute to your problem. Cooling systems should be refreshed (rebuilt) after 70K miles....
